According to knight (2004), the definition of internationalization is " The process of integrating an International inter-cultural and or global dimension in the goals, the functions are teaching, learning, research, services and delivery of higher education. Indonesia view education is a noble process in improving a quality of human-being and not a commercial present that san be traded. Internationalization of education in Indonesia will be carried to support the formation of a world intellectual community with mutual understanding and solidarity among schools in preserving world peace by facilitating the development of academic mobility and higher education collaboration. The aims of the national education and training systems in Indonesia : A system that contribute to the development of a democratic, civilized, inclusive society, meets the criteria of accountability as well as responsibility to the public through the Internalization of Pancasila, UUD1945, NKRI, and Bhineka Tunggal Ika”. I think label of International Education is not important than being focus to education’s aim to be such as : improving a quality of International Higher Education’s product and having capability to solve our country’s problem.
First, improving a quality of international higher education’s product. As we know that, the progress of developing of our country as not big as in the past. We should know, in the past after independence era. We don’t have a university in Indonesia which has faculty of agriculture. After 1960 era, almost all the university in Indonesia has faculty of agriculture. Ironically, productivity of sugar, rice, and another main food for our country has been decreasing if we compare with before independence era. For example, Indonesia in 2011 has imported rice 700.000 ton from Thailand and Vietnam, sugar 200.000 ton along 2011. Whereas, Nowadyas, Indonesia has more faculty of agriculture, we should be able to invent something new for increasing productivity of rice, sugar and another foods. It means the quality of national higher education’s product doesn’t give contribution yet to our country. Nowadays, many universities have a purpose being WCU ( World Class University ). They compete each other for getting rank in the world. According to Kusmanto(2007), the requirements for being WCU are : 40 % educated has a title Ph.D, publication international 2 papers each staff each year, a number of magister students minimun 40 % of the popoulation, research budget 1300 USD each staff each year, a number of foreign student more than 40 %, and the kuota of using ICT is 10 kb each students. Being a World Class University is only a complementary goals not as the main goals. The higher education’s aim to be actually to educate the generation of Indonesia. Not only focus get a rank in the world or having label as international higher education but focus to the product of International higher education’s itself.
Second, having capability to solve our country’s problem. There are many problem about education in this country. As a good slogan “ No Child Left Behind”. It means every body has a mutual right in getting a proper education. Having a proper education it is very useful for them make a big opportunity to get a brighter future. In the fact, there are many discrimination everywhere. We can find many street children and singing beggar in strategic area or in . They are looking for a little bit money to buy a plate of rice because of their low financial. They can not get a proper education like another children. We take an example from Malaysia. In Malaysia, if government finds street children as a singing beggar or don’t go to school, their parents should be punished by paying fine. How about our country ? We can see a lot of street children and singing beggar everywhere in every traffic lights. We don’t feel empathy and try to solve that problem for better Indonesia. After they graduated from senior high school, many students also can not continue to the higher education. It needs a lot of money to pay higher education’s fee. If they consider as a clever student they can propose the scholarship for that. For those who ordinary student or they have low IQ, they don’t have an opportunity for that. It is discrimination in getting a proper education. Another problem should be solved as soon as possible is lack of budget in doing research. Doing a research is a vital activity for college student. They should be a critical student, analyze something, and invent something new for citizens by doing a research. The problem comes when government can not provide enough budget for doing research. As the consequences, another countries give the budget for Indonesia researcher and the result of the product for the country as a donatur. In short, Indonesia’s government not only focus to the label of international higher education but they should solve education’s problem in this country.
Based on the phenomenon, many universities try to compete getting label “ International Higher education ‘’. Whereas, we have a lot of problem in our country. The contribution after they graduted from universities is the problem. What are they the real contribution for developing our country. Are they can give something new for our country, are they being useful for citizen? . The slogan “ No Child Left Behind” really comes true. No discrimination at all ! Because they are our new generation to lead this country. Actually, when the universities in Indonesia do the great research for this country, then automatically they will also be taken into account its capabilities in the international sphere. For instance, when many researchers from a university published the results of his research, then certainly the college will receive added value in the eyes of the scientists of the world. Moreover, if the study had a high use value, then certainly an appreciation of the world outside of our education will also be high. This will also raise the ranking of universities in the world to be a real world class university not only label “word class university”.

I choose increasing quality
Why? Because it's not easy to get higher international education. There are so many steps that we taken to reach best education in another country . Because of that steps that it's not so easy, we can learn about increasing quality
